befla.net on "[Plugin: Ultimate Member] ERROR: Forbidden at Profile Photo upload"

Hi,

on some websites I can´t upload profile photos (ERROR: Forbidden). On some others at the same server it works.
I tried to deactivate all plugins, changed theme, changed the permission of temp-folder to 777, PHP GD library is installed but won´t work.

Its my own server and like I told in my 1st post:
