Sorry for your confusion, but unfortunately this plugin doesn't have functionality of blocking on the public facing pages (aka front-end). This plugin is dedicated to block direct and malicious accesses to the back-end such as wp-login.php, wp-admin, themes and plugins area.

I know the name of this plugin doesn't match its functionality. And I was suggested about this kind of topic quite often. So I decided to do it and hopefully can release in near future.

If you can't wait unitl then, I'd recommend you to check out iQ Block Country.

Then just select "Blacklist" as "Matching rule" at "Validation rule settings" and select "Block by country" as "Login form" at "Validation target settings".

I'd like to help you if you let me know which part of settings makes you confused.
