I cannot upload photos to the Media library. Previously uploaded photos are still in the media library and I am able to utilize those; However, when I go to click the "select files" button to upload a new photo nothing happens. I have tried three browsers and got the same result : chrome, IE, and firefox.

Have you tried:
-deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
-switching to the default theme to rule out any theme-specific problems.
Yes we have already gone through those steps. Our web admin believes it is an issue with the theme but he isn't sure what specifically is causing the problem.

If so you need to contact the theme developers as custom or commercial themes are not supported here.
