Can I use this to add a rating inside a post's comment?

I am creating a wiki page with links to other resources. I would like to be able to rate the individual links to the resources.

so..

resource #1 (star rating)
resource #2 (star rating)
resource #3 (star rating)

Yes, and you don't need the Pro version for that. But, you should check out plugin knowledge base to get information on how to set things up especially since you want to rate your own type of items. Plugin can be used to rate anything, but you need to define rating types that are not part of WordPress.
