All of my "à" have changed to "ã" and a bunch of  have become interspersed throughout my text randomly on all pages.

That sounds like https://core.trac.wordpress.org/ticket/37689 which will be addressed in the next update.

For now, access your server via SFTP or FTP, or a file manager in your hosting account's control panel, and edit the wp-config.php file with a plain text editor.

Find the line that starts with:

define('DB_CHARSET'

And put a # in front of it, so:

#define('DB_CHARSET'

WTF is this s**t, seriously!! I have a website with hundreds of paying customers and all my text is jibberish. Who released this patch without thinking? I cannot put a # in front of it or change the UTF-8 without all my scripts getting messed up. How long is this going to take for a fix?
