Multiple websites targeting different countries, one or many accounts?

Opinions on what is the most effective method of administering Google Ads for a business that has multiple websites targeting specific geographies/countries.

Is the best strategy to have one Google Ads account and each campaign houses the specific inteational domain?

Or is it better to have a single Google Ads account for each inteational domain and each ad account is found under one Google Manager (MCC) account?
