Can you use search console to create a gmb profile?

Hey guys, can you use search console in any way to create a gmb profile?

A local business owner is telling me that there is an option but I cannot find any in my searches. His situation is his friend had tried to create the GMB for him but that friend had used his own email address when setting up and then the friend passed away.
