Facing fraudulent chargebacks

Running a gift card store and I’m being hit with too many chargebacks (I suspect from the same person or the same group of individuals). They use the card and then claim the transaction was fraudulent. It always goes in their favour too. I’ve been told to use something like IPQS to flag the high risk sales and then to just reject them. What do you guys think?
