jbodyfit on "Update to 4.5.1 Causing Image Upload Issues"

WordPress forced a lot of sites I manage yesterday to 4.5.1. For those sites, I am unable to upload images now. I tried the old adding upload max filesize to php.ini. That didn't work. I disabled all plugins, activated 2012 theme and no success.

Sites on the same server (I manage close to 70 sites for clients) that have NOT updated to 4.5.1 are able to upload the exact same image that I was trying to upload on one site and subsequently tried on others that are running 4.5.1 and none are uploading. I get an "HTTP" error in the image uploader area and then will see a broken image in the media library where the uploaded image SHOULD be except there is no image but only the image name. When trying to insert that into a page, etc, it just doesn't exist so it's not working at all.

Need help since WordPress rolled this update out (I have purposely NOT updated all of my sites due to hearing of others bugs), I'm not stuck in a situation where I can't upload images and I publish blogs for a lot of my clients and can't add any images right now.
