Moderated registration and paid registration aren't really intended to be used together, so this is actually the first time this has come up. I did some digging into it and because the logic doesn't consider the possibility that there would be existing paid users when moderated registration is enabled and existing users are all bulk activated, the existing users are set to pending.

There's not much that can be done about the existing users in this particular case - hopefully, best practices are followed and there is a backup of the db to restore their expiration dates. But going forward, the problem will certainly be resolved.

The fix will add to the condition that if a user is being activated, it will check to see if they already have an expiration value set and if so, it will ignore setting an expiration.

I've got an update of some fixes for 3.1 which will be released as 3.1.0.3 and I'll include this in there.

Addressing the spam registrations, if there are a lot, the best way to handle that is with a honey pot. I've got an article for support site subscribers on how to implement a honey pot. I noticed your subscription lapsed, so I extended out for a month so you can implement this. I think you'll find it much more effective.
