WPOso on "How can I manually insert a logo?"

I'm using the theme Twenty Sixteen, and I can't insert a logo. It says the image should be something like 510 pixels square, so I resize the image accordingly. Then it wants to crop it, but if I select cropping, I get some kind of error message. Other times it says it wants an image 248 pixels square, so I resize the image and go through the same process. I give up.

Is there a file I can open up and simply insert the code for an image?

This is my website: http://www.goveor5.com/ I would like the image to appear near the top left coer, beneath "Campaign 2016 Website" and the custom menu I created (About, Issues, Support).

You can manipulate header.php to load your logo. However, it sounds like there may be an issue in the creation/upload of your logo file as well. Specifically, it's going to be super big compared to what's already there, at 512px, and I think you're trying to load your logo into the Site Icon slot which is something else altogether. The Site Icon is the little icon next to the name of your site way way at the top of your screen, in the tab. Try this instead:

Go down about halfway in the response from @gurtvh and follow his instructions. That's the proper way to do it; create child theme and modify header.php

This is weird. I modified the file header.php and published it, but I can't see any changes online. I thought I had the wrong header.php, so I went online and DELETED header.php. It wiped out the header on my page. So I republished my local copy, which fixed it. But if I delete EVERYTHING from the file and publish it, there's no change. ???
