The keywords meta is no longer used by Google, or Bing. In fact, with Bing, according to a study by SEMrush, your site will be penalized when you used them.

All this is why it's not included within The SEO Framework.
The SEO Framework uses more mode methods for your site to rank better. One of which is called Structured Data.
