Clarion Technologies on "[Plugin: WooCommerce] calculate shipping segment"

On my website “TomBalks.com” in my cart page I have a calculate shipping segment which requires country, state and postcode. In the basket total for the shipping segment I don’t get a price for local/domestic delivery although a price comes up for inteational delivery.

If I continue to Proceed to checkout and fill out all of the boxes in shipping address and press continue I get a price in shipping for local/domestic delivery. When you retu View Cart you will see a price in shipping.

Can someone explain to me why, for local/domestic deliveries, the price for shipping does not appear straight away once country, state and postcode are entered?
