I'm sorry you are having difficulties with the plugin.
I have received your other messages through my contact forms. I have tried to look at your webpage but it stops loading at 15% so I think you are having more problems than just my plugin. Once I am able to access your webpage I'll be happy to continue helping you with any issues you still have with our plugin.
That is funny about the 15% thing. I have a plugin installed that shows progress of the site to my followers, but I am the only one that can see it. Anyway, I have deactivated all plugins except CongressLookup and have changed to a basic WP theme. I get the same result.

Yes, I am getting the same results.
If you didn't activate the Sunlight Labs link then you would be getting a different result. So I'm thinking it has to do with your server.
#1 Is your server using at least PHP 5.4?

6. SERVER SETTINGS: If none of the above has helped, please tell your webmaster to enable allow-url-fopen in php.ini http://www.php.net/manual/en/filesystem.configuration.php#ini.allow-url-fopen
When doing this, disable the cache option for testing, then when allow-url-fopen is enabled and CongressLookup works only then enable the cache again.
We are running at least php 5.5 and php.ini is enabled. The host company is hostgator.com and it is a managed WordPress account. I will try to contact them again to see if they can diagnose a problem.
CongressLookup.com is also on HostGator but not on their managed WordPress hosting. You can give them this information as it may be helpful to them for diagnosis of the problem.

Hostgator reports that there is nothing more they can do. This is unfortunate, but thanks for your help. What is interesting is that I installed a different, but similar, plugin that locates state reps in a similar manner as your plugin. It uses the same API and workwd just fine.
Anyway, I will move on.
