We are trying to find a plugin that will allow us to insert sunset times (not military time) in the header top bar content for a popular sound-side restaurant. Is this a possibility with Live Weather Station?

Of course, Live Weather Station can display sunset time where you want on your site (in the format you want, eg. 1845 or 16:45 or 18h45min. or 6:45 PM, etc.). But if it's the only functionality you want, I suggest you to use the 2 following php functions for that:
