I see from that screenshot that you are getting the "No Response from Server" error message. This means that your server is not compatible with the .htaccess rewrite rules or the session_start function is not working. There are many reasons that your server might not be able to start a session, you should check with your host to see which one of those might be the cause of this problem.

You can also check the Error Console in your browserr and the error_log files on your server to get more specific info about why this isn't working on your site.

when as clearly shown on the screenshot already given,
it did 100% block access to xmlrpc file.
The blocking of xmlrpc won't ever happen without plugin effective accurate communication with the server and successfull write of blocking command on .htacess file
