I have few questions. Hopefully you can help.

I would like to develop a multi-vendor website using WordPress. However, I'm struggling to find a suitable theme or plugins.

Maybe you could recommend some themes or plugins that you believe would work?

For the start, I would like to make that the vendors are able to list their ads. Also I would like to make that potential customer can make an offer to the vendor, with the choice of acceptance or decline.If accepted, the potential customer has to pay. Is there such plugin or theme that could help me?

There are a few multivendor plugins (one from woothemes, one on wordpress.org called WC Vendors) but you'll need to read their sales/descriptions text to know what is possible :)

However the problem I'm facing is that I want this to be a rental marketplace to allow potential customers to request quotes from vendors and then pay deposit, etc.i would also need commission.

I'm really not sure, as these plugins seem to be only for selling products.
