sterndata on "Need advice/help with a project"

So I am currently working on a project for my VTC (Virtual Trucking Company) and I am wanting to make a dispatcher for my drivers.

What I want is when they type the web address to this dispatcher, I want to come up to a Login Screen (With NO register button) and I would have to have add them the user via the admin panel. And after they login, They would see the Stats of the VTC. And then along the top for the menu, I would like "Home , Forums , Logbook , Submit a load , Account , Logout"

-Home : It would take them back to the main page (Stats)
-Forums: The link to our current forums.
-Logbook: The place where they can see all of there loads that they submitted (And see if it was accepted or declined.
-Submit a load: A spot so they can manaully submit loads that they took from the game.
-Account: Let them be able to change there Password, add a email account if they like.
-Logout (Well i dont have to explain this, but this would log them out and they would see the login screen then.)

Now for the Admin side, I would also like to have a tab that says "Admin" also at the top for admins only. And I would like them to be able to only get to the Users tab, And the Custom made Tab for the load submissions.

(There is more to go with this, but If anyone can point me in the right direction for making this, I will include the rest of the details.)
