Ok I think I know what might be going on.

Can you manually check all of those 22 variations and see if there is any that DON'T have a wholesale price defined?

If there is, then it will still let the wholesale customer purchase that variation, they just have to pay the regular price.

That would be why the wholesale variation price range is showing the max as the retail price.

If you want it to hide products or variations that don't have wholesale prices, you'll need Prices Premium and there is an option called "Only Show Wholesale Products To Wholesale Users" which does this.
