Vladimir Garagulya on "[Plugin: User Role Editor] Allow user role access to Appearance - Widgets but not theme options"

Hello, I need to create a role where the user can access everything except theme options. I've ticked everything except 'edit theme options' but this seems to hide the widgets but allow the user to edit the theme options!

Could anybody let me know how I fix this?

Appearance menu uses the same capability "switch_themes" or "edit_theme_options" for all its submenu items. It's not possible to differentiate access to this submenu items using just user capabilities. Additional programming efforts are required.
For example, User Role Editor Pro "Admin menu access" add-on allows to realize this.
