Denzel Chia on "Can't get past second step"

When creating a newsletter I can get to the second step, edit the newsletter and when I select "Next Step" it saves the newsletter but then just stays on that page. I have enabled de-bugging and get the message Notice: Undefined offset: 0 in /home/sites/greenhammerton.org.uk/public_html/wp-includes/capabilities.php on line 117
