Changing Campaign Budget

I've got a campaign with a responsive ad and another smart ad that isn't in a campaign - with both I can't see how to change the budget.

The help text refers to mobile but, on my laptop, I can't work out the link to alter the budget. Where do they hide it? WordPress ...
