Youtube cards by someone else

Hello,

I recently discovered a very interesting situation on Youtube.
This video (link below) has a card on the up right coer. It says:
"Suggested by HYBE" and if you click on it, it takes us to an absolutely different chael's video.
Does it mean that anyone can place a card on someone else's video and direct the viewers to wherever he wants to?
