Linking to an Anchor on Another Page: Does Link Juice Pass to the Whole Page?

Let's say I create an "anchor" on a portion of Page A. Then from Page B of the same website I put a link to that anchor. What about the "link juice"? Does it pass to the whole of Page A? Or is that link juice somehow confined to the anchor portion of Page A? WordPress ...
