Why is this page not using the css?

I've got a page that was generated from a report builder.
It uses user editable CSS styles that are stored in a database.
The styles are in a <style> tag in the header.

The generated page does not display the HTML according to the styles.
For example, what is causing the first line to be bold?
In general, some (not all) colors don't show up. Borders and other formatting doesn't show up.

Why is the page ignoring most of the CSS?
