Considering starting a directory listing site

Im possibly starting a directory listing that will be for a specific niche for my country.

I am researching for tukey directory scripts that are "100% secure", that I can buy a lifetime license for, but also offers yearly paid updates, and a mobile phone app for users.

Ideally something that is tukey and does not need any coding.

Does anyone have any good recommendations? Budget wise, im expecting to spend $500 -$2500 for the initial script + phone apps.
