Block all accounts not working for me -- Meta-wide issue

Instagram and Facebook has been doing things to prevent me from using their site, one of their features "Block all accounts" lets a user block every account the individual has. It worked for sure when people block me, not that I care but I don't understand why Facebook and Instagram are doing this to me. Now I am on Instagram and Facebook and when I block someone either the person has only one account, or it just doesn't work for me, meaning I have to find their other account a.k.a stalking...
