CSS/SVG to replace "videos" ?

Watching a lot of videos online about world affairs they of course heavily rely on maps, with markers and other such graphical accents, but it's all rasterised in video format i.e. read only and cumbersome and not just text like CSS.

Looking at what Apple did to demonstrate some coding concepts (https://developer.apple.com/tutorials/sample-apps/organizingwithgrids) it got me thinking about how "videos" could change to be just mathematical data, so that a user could scroll and the visual...
