What are applicant Tracking Systems?

Just read this article about a new brand of softwares called ATS systems. HR people use it for candidate screening oftentimes... thought it was interesting. Any experiences or thoughts on the ups and downs of using these platforms instead of the old-fashioned manual CV screening?
