dFactory on "[Plugin: Cookie Notice by dFactory] Not compatible with qtranslate-x"

simply it doesn't translate strings using qtranslate-x.
There's no way to make it working. I added also language quicktags bit nothing to do it shows all strings including quicktags.

Sorry, but I have to deactivate it till you maybe make a fix.

Unfortunatelly we don't provide compatibility with Q-Translate or any other multilingual plugins except Polylang and WPML.

However we know that Q-Translate users make CN compatibile with it somehow.

The other approach you can take is to adjust the text according to current language with the available filter hooks, like cn_cookie_notice_args that holds all the plugin frontend options, including text strings.
