Hello,
In Woocommerce>Settings>Shipping I have checked the box next to "Hide shipping cost until an address is entered." When I test an order the shipping costs are still showing up on the Cart page. I've deactivated the theme any tried another WooCommerce them with no joy. I've also deactivated all the plugins one by one and it still doesn't work.

it's by default no adress but the same.

The default isn't "no address", I'm pretty sure it geolocation by default. After saving the "no address" setting, have you tried testing this in an incognito browser window? You're browsers probably have your past addresses cached.

If that isn't the case, then maybe check on your website / server-side caching and make sure the cart / checkout pages are not being cached.

My pages are not cached.I test the site from differents browsers and pc.

Default to customer shipping address
Default to customer billing address
Force shipping to the customer billing address
which should i choose?
