WEB2.0 indexing

How to index someone else's page in Google? Is there any way to get the page indexed by Google?
It was created as I call them WEB2.0, but it is not really possible to add it to the Google console for indexing.

* you can create your own blog on the site and post articles with links, but they are not indexed WordPress ...
