Tool to understand competitor Twitter compaign

Hi,
Are there any tools to analyze competitor Twitter strategy - e.g. how they got the views for their top posts? I see a bunch of tools which can analyze my own posts - that is useless for me now as I need to mimic my competitor tactics for starters.
